The whole "city" is under the direct control of a new government headed by Commander in Chief John Mcgrew. Formed out of the remnants of the United states military collected by Mcgrew, Mcgrew was able to organize and stabilize the area. While technically under a form of Martial law, local leadership is organized by role, with Civilian leaders handling civil affairs like new construction, amenities, and resource allocation. The Military leadership handles search and rescue, law and order, and perimeter security.
The whole surrounding area, even beyond the wire, is deemed safe and under the control of the complex with some survivors choosing not to live in the complex itself. Those who choose not to live in the complex are free to do so, but the complex has become a hub of trade and commerce for the entire region with some survivors organizing salvage missions for goods to barter with in the complex itself. Military patrols outside the wire and constant watch inside the wire ensure law and order is followed. Amnesty has been granted officially for all survivors for actions that happened outside of complex control upon arrival, and a sometimes heavy handed military presence makes sure all potential conflicts are short lived...
Life more or less has returned to a level of normal previously abandoned by most survivors, while goods available are still basic necessities, they are indeed available, and the complex offers a form of ration cards. Basic bartering over other luxury items fills in the economy where the ration tickets fall short, and housing inside the complex is uniform and equally distributed. Outside the wire, while still under the control of the complex is a lot less regulated, and some survivors have built their own dwellings and small communities on their own outside of it. They recieve ration tickets as well but can only exchange them at the complex resulting in bartering being the primary form of trade here.
